Nah but if the MC is whack then the show is 9 out of 10 times whack as well.

Either way can be good. Gintoki manages to be a great character through the whole manga, even though he doesn't even get completely serious most of the time.
Medaka's is pretty lame for the most part, but the other characters carry her easily.

I consider Mai to be the best character in her series, even though she's certainly not the most powerful one.
But a good story or interesting side-characters can make a series good even if the protagonist isn't that interesting.

MC should add to most situations the show presents as they are going to be in most of it. This doesn't necessarily mean the strongest or funniest. You could make the protagonist a semi decent fighter/ straight man. Kenichi from "Kenichi: The Mightiest Disciple" Comes to mind, not an especially great series but the MC plays his role as MC well enough.
