Yes, Kyoani was yuribaiting. It's perfectly possible to interpret the "yuri" scenes as a very unusual but non-sexual friendship, however, there is simply no way that Kyoani could expect most people not to see it as yuri. However, no matter what their intentions were, it's still nothing more than bait. Deviating from the source material (which is firmly hetero) to the point of replacing two core romances with one homosexual one is simply unheard of, and would be a move so bold that only a desperate or insane studio would risk it. There's simply no reason for Kyoani to do such a thing, and even if there was, there's no precedent. They have taken liberties with some adaptions before, but what yurifags are proposing is on the level of making Tomoya and Sunohara gay in Clannad. Yes, there is some precedent in the source material, but it would still be fucking stupid and unbelievable.
Personally, I would love there to be yuri. But this isn't the time or place, and I would honestly just feel pity for all the yurifags if they weren't so goddamn cancerous. Still, maybe if we're lucky we'll get some Natsuki and Ribbon. Not that it will placate anybody.
No. The thing is it's just pandering and not an actual love story between girls.
If I was seriously into yuri I'd be upset about getting teased like that while both girls' real love interests are guys.

If, afterwards, one of those characters had turned and said "actually, despite that really romantic date we just had where we established a deep-seated and meaningful emotional connection, I've liked this other person all along and was never interested in you" it would have been a complete blowup. We'd be screaming "NTR" and "slut" until the end of time and remember this serious solely for the rage it induced.
And so that's basically what happened. The only difference, in the end, was that both characters were girls, which in /a/'s mind doesn't really make any difference except to make the whole issue more vulnerable to shitposting.

BUT, it also works with the characterization. It's used to show that their relationship is atypical, the whole thing is about establishing a contrast between kumiko's friendship with Reina and her more normal friendships with like Sapphire and Hazuki. Kumiko and Reina DO have a more intimate relationship, their connection is more than friendship but they're also not gay lovers.
So to sum up, yes it's yuri bait, yes, they were trying to drum up sales. But if you found it distracting and thought "fuck this show, it's got dykes" or "fuck this show, this is just yuri bait" then that's a you problem. You're letting the outside world, your experience with previous anime, and probably conversations you read on /a/ ruin your experience with the show. Don't be that guy.
