Filler was every single Licenceless Rider scene that wasn't him talkng to the phone and going ahead.
Part of what made the Sea King arc so good in the original was how much focus and attention the minor side heroes got. Rushing through all of their battles just to make it more blatant jobbing for Saitama really ruined the impact of that part. It wasn't about Saitama 1-shotting a powerful monster, it was about seeing the actually heroic and desperate struggles of the normal heroes fighting against a monster that Saitama could casually 1-shot. When the content gets blown through at that breakneck speed and skips so much of the actual development of those heroes, it just makes everything sort of bland. We already know Saitama is going to 1-shot it.

This, the arc had a great atmosphere in the manga, which i didn't feel at all in this episode. Hell, the whole part where SK breaks into the shelter and All back man tries to discuss/stop him is probably my favorite of the arc, but it was beyond underwheiling here. I was pessimistic reading initial impressions, but I disagree, the episode was quite good for what is mostly an introduction to the arc.
There was zero filler, and they did a fine job cultivating the despair feeling. It really only kicks into high gear next ep anyways. The primary antagonist to that end is cutting the arc in half, not any inherent flaw in this episode.

Honestly I thought it was the worst episode of OPM we've ever had. Considering how good the show usually is though, that's actually not the biggest critique. As these anons point out, everything felt quite rushed, and I'm really not sure why - the conclusion next episode likely won't even take the full episode, and Boros could easily be done in the remaining 3. Class S heroes are basically so powerful they can't be controlled. There are more monsters all the time, so the organisation is at best always struggling to catch up. Class S heroes are also the only reliably strong ones, with Class C to Class A being useless against very powerful monsters.
They also spent a lot of their budget on those cute bust shirt outfits for their female employees, but I don't hate them for that.

Detecting monsters is a problem. Heroes patrol, but there's an entire continent of cities to patrol and a significant travel time to respond to a crisis. Generally speaking, a monster's activity isn't known until it actually begin its attack, at which point nearby heroes on patrol serve as a first response to either deal with it or buy time until stronger heroes can arrive. There are more cities than S class heroes and the S class are the only ones that can actually handle most of these major monster threats. Sea King was able to easily defeat an S-class hero solo, which means that in order to stop him, either multiple low-level S class would have had to respond at once, or one of the strongest by themselves. When incidents of that level are happening near-constantly all across the alphabet cities and the pool of heroes strong enough to handle it is so slim, there's obviously going to be issues dividing your manpower and responding to each incident quickly.
