You are talking about delusions.
Anime as it is made today cannot be animated at 60 FPS.

Nope.
Anime is not made at 30 FPS, and usually not even at 24 FPS. There is usually different frame rates going on at the same time for different objects, but even the "well" animated parts are generally far below 24 FPS.
To actually animate at 60 FPS would mean exploding costs because all these frames would need to be drawn by somebody.
