Engrish sucks butt. At the least, in recent years anyways, the actual scripts when they make them speak are fine.
I get that you can't expect them to find people who can speak both japanese and a foreign language, but I appreciate the hell out of it when they do. Ping Pong is definitely the best example of that.
I also remember some anime last year where whatever studio did it had a character who spoke russian, and they hired a separate actor for her voicework on those line from her japanese one.

For currently airing anime, subbed always because I like to listen to the original voice acting.
For older TV anime or movies, I still prefer subbed, but will sometimes watch dubbed afterward if the English voice acting sounds decent enough.
If it makes a difference, I'm teaching myself to speak Japanese and that significantly motivates listening to non-dubbed.
