I never skip OP/ED for shows currently airing. I wait a week for that episode to air, I'm gonna get the most out of my time waiting for it.
When marathoning stuff its at my own discretion. Sometimes I'll skip if I don't like it, but usually most OP/EDs grow on me the more I listen to them.
On rewatches I usually watch both everytime. If I'm watching something again, its gonna be for a good reason, so I'm not gonna skip any part of it. Otherwise what would even be the point of rewatching? You already know what happens.
These are just my rules though, but I feel like they're good rules to live by.
