Archer regrets becoming a CG because it doesn't save people as he comes and kills people who are going to end the world. He decides to kill his past self in order to erase himself from existence. They fight and Archer loses due to Shirou declaring his ideal of saving everyone as his own ideal instead of following Kiritsugu's wish like a machine. He isn't being forced to as he wants to fulfill his dad's wish by his own volition. Archer realizes this and is content with letting Shirou fulfill his dream while remembering why he wanted to become a hero in the first place and realizing that his dream isn't wrong.

He makes a deal with the World, which is actually a being with his own character and stuff. It fucks him over. Basically he wanted to save people but his job which is destroying dangers to World actually requires those "dangers" to do some shit that would endanger the World so by the time he gets sent there the place is already beyond hope with many dead and others not salvageable, he basically kills the danger and goes away while people who he wanted to save is already dead, dying or suffering in some eternal condition.
