The characters from P had some of the best VA choices.
I really don't see why anyone would change them.
Hatano did a great work on Josuke's voice, while not even being a well-known VA. I really don't see the point in changing him, other than just the whim of the director.
The other two changes cannot even be said about saving budget, considering they're changing Romi Park for Yuki Kaji and Kamiyan for Takahiro Sakurai. They're changing one good VA for another.
If they substitute Koyama with another VA for Kira, I'll be rather disappointed.

Hey /a/, tell me why part 4 have one of the best scores of all JoJos.
Before getting into the series, I aways had the impression that part 4 would be unambitious and irrelevant, as it doesn't try anything new like part 3 and 5, or even spawn a new generation of protagonists like 1, 2 and 3.
Surprisingly, that preconception wasn't so off, part 4 isn't even a "JoJo's Bizarre Adventure", it's just "JoJo's Bizarre Daily Life". There wasn't a goal, and the closest thing of a mastermind was Akira Otoishi, that was defeated way too soon. Even the ending felt lackluster, after defeating Kira that wasn't a threat to anyone specific or even the responsable for the stand users around, Jotaro just decided that he was tired and wanted to go home, leaving his unfinished job to Josuke that doesn't even have a reason to be interested in stand users.
What makes part 4 stand out compared to the other parts?

Probably because of what you just said, it's basically SoL. It's a nice change from the non stop action of other parts, not everyone prefers that sort of pacing and can enjoy good characters and interesting stands without them all being combat oriented. For me it's the perfect balance of goal oriented plot and daily life stand shenanigans.
