Why are feet in anime almost always ugly and the animators too lazy to even give them some fucking toenails?

It's only very recently that KyoAni's stepped up their game with regards to drawing feet. Even as recently as Tamako Market they were still drawing flat feet with no arches.

They also take time to draw correctly, so they simplify them to as much as they can get away with to save time and money.
It's not the animators that are lazy a lot of the time - it's usually just the way the pipeline is with time constraints and budget.
