That's the point. Baba's prophecy was almost certainly about Boros, he shows up, and Saitama saves the world from the greatest threat it's ever seen (and may ever see). And the S-classes/HA barely understand just how mighty he actually was.
Then Garou shows up afterward, and he's less powerful in terms of outright might/planet-danger, and all the S-classes/HA think he's the big shit because they actually fought HIM and he kicked their asses (to a much lesser extent than Boros would have).
Hell, the Prophecy that Boros got was probably about Garou, and Saitama showing up ruined it for both of them in a way, because it robbed Boros of that amazing battle he would've gotten from Garou, probably, while it robbed Garou of beating Boros (maybe) and saving the Planet, becoming the hero he secretly wanted to be all along.

He never wanted to be a monster, so he had no evil plan to speak of. Monsters fight heroes because heroes are in the way of their evil plana, but Garou just fights heroes because that's what he knows from his child fighting days and he is basically just playfighting.
