I found index s1 to be really average, yet this past week I found myself marathoning everything from railgun to the end of index 2.
Now I feel empty. Are the LN's really good or what? I'm not sure I want to start from the beginning but I just want more of this shit.

Then amnesia happenned, he doesn't know who he is and can only assume from what happenned before to build his identity, he just guessed that he was always the kind of people that saves others and tells them they aren't living correctly, basically he's stuck pursuing an ideal person he never was. He doesn't even develop feelings for Index, Misaka etc and just considers them people he'll save. He's broken as a human being.

You're oversimplifying the fact Accelerator has a clear goal and objective that came into existence because he developed as a character. Also, the manner in which he "protects" is linearly consistent with his personality.

How his goal came about was not what was being discussed, it was his actual goal. Which as pointed out is the same as touma's. This is also the reason why they can team up in the later novels. You might think Accelerator is a more intresting character because of his guilt but again that isn't what was being discussed and it's also subjective since Touma has his own shit and internal conflict to deal with(memory loss, the whole Othinus arc).

Literally what? Touma's memory loss is something that gets merely touched upon a couple of times and is ultimately never a problem for 99.5%% of the entire story. Touma's infinite hell thing is recent, but that doesn't explain his motivations/reasons at all. That particular experience only made him a bit more jaded and gives him a case of pstd when it comes to Magic Gods.

Wrong. It is a factor. Shiage doesn't just have only one goal, he had another. What do you think he was fighting for when he was in Skill-Outs? For mostly his own interesting, mainly being self-preservation. Shiage being friends with Ritoku is another factor that helped shaped Shiage into someone who protects.
Touma is an empty canvas because he doesn't have a foundation for his single-track motivation of protecting/saving whoever he wants to save above any reasons. He just does because we're told that that's how he is. Accelerator and Shiage are not like that, instead they had to progressed from an anti-heroes with their own personality and motivations to a person who protects the people they care about.

Is that even how the system works? I'm pretty sure espers are rated on their power, the strength of their AIM diffusion field and personal reality. If she's powerful enough to be a level 5 then she would be, whether or not she is averted to using that power.
When it's said that she's level 5 material it means that, if she was without her trauma, she would be able to develop her power to the magnitude of a level 5.

You could also say any esper who will never display the full spectrum of their ability while just living a normal student's life. The thing is that sending a gang of people to take out Touma necessitates that he's working on his own, which he usually isn't, look at most of the story arcs besides NT10 (where they did send mook soldiers after him and it worked) and they wouldn't have helped. Either someone like Stiyl, Lessar, Mikoto (Did in fact do this with the Hound Dogs) etc etc. will just take out the fodder with ease while Touma goes after the boss.
If you've played Stratego just think of "normal strong guy" as the spy piece where Touma is the general, sure if they go after Touma and he has nothing protecting him he's dead, but more often than not he'll have at least one person with him capable of taking out that person easily.
