If you say 'it's allowed with spoilers', then you end up with threads full of spoiled NSFW pictures and no content.
If you say 'no nudity allowed what so ever', then lots of shows will be forced to move to image dump boards just for discussion. /a/ should be used for all anime discussion, anything that did or could air on TV in japan is a rough guideline.
The term "NSFW", or 'not safe for work', is meant to describe nudity, not to describe boards you would actually browse in public. Nothing on 4chan is safe for work, there's no sense in complaining that you 'accidentally' saw a bad image in a blue board. That's dumb.
The key to this rule working is it comes down to moderator discretion. They have to be smart enough to know when an image or set of images is derailing the thread from discussion and when it's not. I haven't seen the threads in question but it sounds like the mod mentioned in the OP isn't doing this correctly.
