It really depends on how you want to define "drawing a whole scene by hand" it is clear that what ever background art is being used there that the composting has a big role in achieving the look. That background could look really basic sans processing and nobody could tell with the way it has been focused. Not to mention the show gives credit for 3D art and the fact that the car to left in OP is 3DCG at the very least. The whole scene really isn't drawn by hand. Not that it doesn't look great and much above the standard of most anime.

I don't think anyone believes this. At the very least it will likely use a photographic reference of real locations to draw from to begin with like the a lot of locations in KyoAni shows.

Yeah they always do location scouting then draw the backgrounds using photographs as reference. That's why they like to do stories set near Kyoto so they can show off their home town. But if they need to go overseas they will, like they went to Hong Kong for TSR and London for Keion movie.
The real reason that scene in the OP looks good though is because of the lighting and shadows, and the way they blur the background so that only Kumiko and Kousaka are in focus. Despite all the cars going by in the back, it makes it look like they are alone together.

I watched the DoSH a few days ago and I felt like there were scenes where it just didn't work.
Otherwise that was a great movie. Some spectacular animation.

They look just as good if not better than anything you see in modern hit shows like Fate Love Live Euphemism etc and this was before live filming and post processing existed
