What do you consider a good/interesting character design, /a/?
Rolling Girls' Nozomi is a good example for me.
The outfit is nice to look at and very unique from what we are used to see in anime nowadays, and the character overall has a very appealing look.

Character design is surprisingly subtle, once you're in the realm of frilly shit and/or eyepatches. It's kind of like flower arrangement, you need aesthetic sense for balancing asymmetry.
Less out-there designs become more a question of complementary shapes. The YKA designs were amazing in this respect, the clean lines and round curves throughout complemented each other very well and you ended up with a very powerful design.

Katanagatari designs are amazing imo.
Both the designs and the way the artwork blended in so perfectly with Studio Pablo's backgrounds in Wixoss were great. Despite there actually being two models in the show, Ruuko was easily the most fashionable girl out of all of them.
I think the side hair thing that was prominent back then was a good character design (the kind of hair that would swap to the other side instantaneously when the guy's head turned a little).
It helped create a more dynamic silhouette and made more possibilities for interesting design. Although its downfall I suppose is the fact it was overused to the point where it became a little bland and cliche.
Goku is a good example, his hair is widely iconic for anime and you can easily identify it as Goku's hair.

If the characters look extremely generic I could even drop that anime just for that reason, It bothers me a lot.

That definitely goes a long way. I think if your characters can be recognized off in the distance or with just a silhouette, that can really help.
YKA's character design is probably profound for some weird deep reasons (as with everything else in that show) but learning to recognize the characters was a real chore for the first quarter.
I personally really enjoy asymmetry and outlandish clothing in general.
Can you name any other Moe-SOL anime with such a distinctive design as Lucky Star?
I feel like too often, artists will differentiate between their characters only by their hair and clothing. It's better when characters have different builds, different face shapes, different postures.

I love seeing chubby girls in anime.
Ultimately, I consider characters well designed when they fit their setting and enhances it. Bad character design is when they don't blend in. Style discrepancy between the world and the character really bugs me. I don't really have a design preference because of this, since setting varies a lot.
A hallmark of great character design for me is when the character visuals alone is enough to make me watch/read something. Even when I don't really care for the plot or anything else in it. Recent examples when this happened to me was BRS and Haganai.

Why is Japan so afraid of showing an actual realistic portrayal of different body types?

That requires actual facial features, as in underlying skeletal structures like cheekbones, nose bridges, eyebrow ridges to be drawn. You can find that in manga because artists can take more time to draw detailed designs but in anime, where the entire point is to churn out cost-effective cheap designs that'll still look consistent even when low-paid inbetweeners draw frames, it's just not a good decision.

The most important thing is to be distinct and recognizable. A lot of anime suffer a problem of characters looking interchangeable.
People give artists like Toriyama and Oda a lot of shit but you can always tell who their characters are from a mile away just by their silhouette. Katanagatari instantly comes to mind too.
There is a balance between making a character recognizable and going so absurd with the hair or accessories they look ridiculous though.

Nowadays, at least for otaku-targeted anime, a lot of income comes from character goods. However, not everyone is going to be interested enough in the main heroine to buy figurines, posters, pillows etc. of her, so you'll want to sell goods of more characters than just her. As a result, you can no longer afford to only have the main heroine be "the pretty one", they all have to be "the pretty one".
Well, the reality of it is probably more subtle. The influence bishoujo games have had on anime ever since ToHeart is no doubt a big factor as well.

Until ~Only Love~, the only anime adaption TokiMemo had was a two-episode OVA that came out after the ToHeart TV series started airing and didn't have much appeal to anyone but existing fans of the games. It was the ToHeart anime that ended being a surprise success that would eventually end up steering the direction otaku anime would go gfrom there.

Flashy accessories and fashionable hats are only one aspect of character design and, IMO, nothing really new to anime. A more important aspect is whether or not their face itself is cute, or if it's just another cookie-cutter set of eyes, eyebrows and a slit for a mouth that's not unique at all. Also worth attention is whether their body is proportioned in a way that is unique, attractive, or at all interesting, or else if the character has exactly the same body as every other character.
As far as accessories and fashion go, though, you're right that Rolling Girls stands out, but I personally feel that they went overboard. Anime is all about exaggerations and hyperbole, but the character designs that are able to do this within the realm of reason and keep the hyperbole subtle are able to work better in an anime where the focus is not on fashion, but rather on something like the plot...

Hestia is another example of a character design having a very minor, subtle feature (10 cents worth of blue ribbon), it's not distracting, but it practically makes or breaks the character.

Also, when they show subtle things like this, tanline on the girl's arm, that's the mark of a master character designer. It actually tells you something about the character's background (that they play outdoors long enough to not care about society's ideas of beauty and skin color). This is how characters are characterized in a good novel. Just show the tanline, no more, no less. I didn't really like Denpa Onna as an anime, but the character designs were God tier.

A good test is to look at fanart. How many details would an amateur have to add to the character before he or she was recognizable as that character? Kyoani characters are great in this regard. They are able to figure out what it is about that character that makes them look unique, and they accentuate it perfectly, reflecting many aspects in the character's clothing, personality, eyes, hair, etc. Pretty much every character in Euphonium has a very distinctive character design.

The human race tends to have a lot of similar faces, sure there are differences in all of us but anime isn't really trying to mimic real life in that regard, are they.
And it's not like cartoons, where every character's head is nothing close to what a head would look like due to their unique style.
the west's and east's rules in how they do their artwork is perceived differently. Having most of the characters in a show have near identical faces just happens to be how anime goes about their shit.
As for the whole "same-face" dillema, as long as not every character has the same exact face for both male and female young and old then it's not exactly a "same-face" but more like rules on how they interpret people of different age, gender, and race.
Not only that, but sometimes long-running artists tend to dip into more same-face because that's just what's easiest for them. Not saying it's right or anything, it's lazy as fuck. But at that point it's exactly that face and style that made them popular in the first place, they're using that shit kinda like a "signature" of sorts, where a person can look at it and say "yeah that's ______" (e.g Dragon Ball and the many people that looks like Goku)
