Only sensible way to accomplish what you seek is tweening or 3D animation, which both have major drawbacks.

It's not strictly stuttering, just sorta of jaggy.
It is (and has always been) a major drawback of virtually all hand drawn animation, but so far nobody really managed to solve the problem.
