Why does PA Works refuse to do an action series?
Their animation style would look great in fight scenes.
This is dumber than Katanagatari. A series about swords, and there are maybe five fight scenes across 540 minutes.

The action scenes in Angel Beats were fine. Their animation is pretty average: not noticeably bad but nothing to write home about either.

No they actually can animate, they just use too much shiny shit. PA Works just has nobody notable in terms of animators at all, they would have to get freelancers to work on their shit. They are the kind of studio that just focuses on making sure the characters are drawn well and the backgrounds and lighting look pretty with little real effort on animation at all.
