It had a lot of up and downs.
The ups where Oreki solves the mystery in less than 30 seconds and Chitanda being cute were really great
The downs where the mystery is just starting out/very slowly unfolding and Oreki being lazy as fuck were mind-numbingly boring.

I thought the mystery of Chitanda's uncle's fate lasted a suitable length of the show.
Though perhaps people would be less prone to calling it slow/dull if Oreki had a Moriarty style antagonist.
He solved mysteries for Chitanda cause he was compelled by his attraction to her. If he had an anti-Chitanda who he felt forced to solve the mysteries they presented/created out of spite.

It tries to make the mundane interesting and sometimes it fails.
When it comes down to it is an arm-chair mystery. Its cozy and light, not a very popular genre.
Most mystery fiction is usually combined with some other element. Such as crime(murder, theft), political intrigue, the supernatural or heavier elements of comedy.
Hyouka, which I enjoy, doesn't have very high stakes. Even with the mystery surrounding Chitanda's uncle, we never meet him and we only learn about what happened second-hand. And though the mysteries are fun there would be no lasting effects if they went unsolved.
The only thing I really felt was needed was one more longer arc between the cultural fest and the ending. Maybe if they stretched valentines day out into two or three episodes it would have worked. It just felt like the pacing was off having the last stretch be all stand alone episodes. The last one was a great way to end it, though.

The fourth book was a long arc. I wouldn't call those stand alone episodes at all. They all work together so that Oreki realizes how 'untouchable' Chitanda is given her socioeconomic status, whether they're locked together at the festival or she is in full on regal makeup and wear while he is but a lowly onlooker, it's all to build the doubt in Oreki's head and what causes him to not confess at the time. It also builds up events in the 5th book.

All of the characters are immediately likeable and that makes it easier to want to see their character development and growth over the series.
The mysteries are only there to get each classmate to interact with one another.
