By that logic if they would implement Belkan past route in from start they would have to rewrite everything and make Vivio vs Einhart or vs Sieg a final fight, it could work pretty nicely as one cour with Belkan backstory without tournament in it at all.
But it would mean totally butchering manga material order, maybe 7arc allowed the other studio to do with it whatever they wanted.

Strikers was way weaker than A's and the original series. It was not bad by any means and had some very good parts, but it also parts that were stretched way too long. Combined with the rushed or non-existent characterization of most new characters (Tea and Subaru being the exception here, they were by far the best new thing about StrikerS) that made it a weak series. In all fairness, it would probably look a lot better if it had come right after the original series. But being the sequel to A's raised the bar too high.
