UBW is paced a lot better because it hit a sweet spot. All the core mechanics were explained in Fate, so it could jump into things easier. HF had a thing where it wanted to throw twists at you and elaborate on stuff, which bogged it down a bit.
I'm not sure how you could fix that other than just tighter editing all around.

HF's twists and shocks weren't as twisty and shocking as they hoped to be. You figure out Sakura's the source of the shadow at least 5 hours before the game finally reveals it outright and moves on. Plus, with the way the game sets up its heroines, as well as some clues dropped in the first two routes, a lot of the Mysterious Shit Going Down in the two-thirds of HF is redundant.
But it is always going to drag more than UBW, just because, while it does rely on the previous two routes for you to really understand it, it doesn't directly care about most of it and tosses it out, so you have to build up a whole new narrative utilizing elements that were behind the scenes in Fate and UBW.
