It comes down to the Tokyo area having a good enough public transit system for a low-income worker to hold a job without needing a car (something that's simply not possible in most of metropolitan NA), and affordable closet-sized apartments for people that can't afford anything better.
I know in my city, the latter is completely nonexistent. The bare minimum rent is more than Aoi makes in a year and that will get you a moldy basement in a rundown townhouse 10 minutes off the transit line and about an hour out from the city's downtown.

It depends on where you're looking. A highrise apartment will be expensive anywhere in the world, but you can find the kind of communal housing that they show off in the show for fairly low prices as long as you're willing to give up amenities.
I'm not saying you won't find places that are shitty and crazy expenses, but affordable real estate does exist if you look hard enough.
Personally, I'm infatuated with the sheer amount of money I could save by living in a city that isn't blanketed under 2feet of snow 8 months out of the year. Being able to bike to the grocery store or onto the transit line itself is a huge money-saver.
