He can use most of it, but Enkidu does mention that it is lower than when he was alive. The main thing about it is that the "output" of the "beam" is similar or slightly greater than Excalibur, but the whole world crushing thing is what makes it truly strong and overwhelms everything else.

Nah, Iskander's final rush was just a simply suicide charge that Gil allowed to happen. If he had used the chariot, it would have just been destroyed another way.

Based on what again? He used EA, max GoB output and Enkidu, that doesn't seem like he allows anything to happen. Chariot would have either killed Gilgamesh before he could react or close the gap and allow a surprise attack.

That was nowhere near max GoB, and he obviously had it under control. I think against Saber in Fate it mentions something like at least 100 per shot. He doesn't remain smug when nearly cornered. See when Heracles wasn't dying fast enough for him and got a little too close so he got a little pissy. Differing from that, it is obvious that he's just waiting for Rider to get to him. Give him the chariot in the same situation, and either Gil moves to defend himself or simply uses a bunch of anti-vehicle and anti-divine beast weapons and calls it a day.
