Japan has never had fair use laws. The doujin scene exists because no IP holders want to commit the PR suicide and sue the people that are actively marketing their work. The doujin culture is their market, so they generally just look the other way as they produce parodies and whatnot, because it effectively sells their franchise for them. It's not codified in positive law, it's just a sort of unspoken agreement.

The new law allows someone who is not the IP holder, and not affiliated with the IP holder to charge someone for breaching copyright law. SO now, even if the IP holder looks the other way because they encourage the doujin community, some jew can come along and sue the doujin circle, harming both the doujin scene and the IP holder at the same time and make a sweet profit off of the inevitable settlement.

It's essentially legislation aimed deliberately at killing off the otaku market.

They could literally just license it out to doujin artists under some sort of fair use policy (no royalties for sales under ¥xxxx, original authors need to be credited. Things like that). A doujin artist could just go to the copyright holder's website, fill out a quick form and then they're a license holder and impervious to infringement lawsuits.

It's not always botting, most of the games with point rankings will have both

1. People spamming money to quickly refresh "stamina" and go on continuous runs for more points

2. Special cards, usually very high rares, that have x10 point rate that you can get from gacha with a low rate during that time that has durations ranging from a week to even a month.

But yeah its a brilliant way to scam money out of people every week with new cards, new rankings, new updates. Maybe there are a few bots that are in high rankings, but I'm pretty sure most of them are just people shelling out cash.
