It's not that the plot, action, or animation is that good. Most people just like Kamina and his personality. Watching TTGL makes you feel really manly and hyped. Lines like "Lemme see ya grit those teeth" and "Who the hell do you think I am" are what carry the show. Plus, Kamina's hyper-machismo is made even more apparent in the dub, which is probably what most people that like TTGL watched.
