It's not just grinding your way to level 70 and trouncing a bunch of sub-bosses with shitty mons with static levels. It's like saying an athlete is shit because they're not an Olympic Gold medalist, or saying a scientist is unintelligent because they didn't win the Nobel Prize. Winning a League Tournament is the equivalent of being the best fucking Trainer in that entire region, just behind the Elite Four. If you win the tournament, you are officially one of maybe a hundred or so best trainers in the world. In a population of 6 billion where most of that number is composed of Trainers, that's fucking amazing.

No. Pokemon-world works different from real world. Places are divided into regions, not states. Basically, the entire world follows the Japan-standard. Real world Kanto is made up of over half a dozen prefectures. Unova's basically the equivalent of at least half a dozen or more states.
