If you really want to, you can count the number of frames and cuts for any series and get pretty good idea of what the budget looks like, but that's unnecessary. It's pretty self-evident (from the number of cuts, for example), Shirobako doesn't have a massive budget like FSN, nor bare-minimum like any Deen show. Shirobako has the average budget, but it looks great because cuts and frames are saved when appropriate, like in the extended race scenes, for when it's needed. Yes, there're long talking sequences with minimum movement where the characters do nothing but goldfishing, but movement are interspersed like the Ema's dance sequence or Oi's delusions to break up the monotony.
