01 even without Shinji rejects the dummy plug afterwards. Shinji makes 01 reactivate and cause the 3rd impact to save Rei, it's speculation obviously but it seems a fairly reasonable assumption that he probably could've done something.
Also he could just have fought normally while attempting to get her out, that way the dummy plug wouldn't have been necessary and the fight wouldn't have been as brutal.
In any case, even if it isn't objectively true, Asuka could easily simply be irrationally pissed about the situation, even if Shinji legit couldn't have done anything.
