American dubbing studios could only record one voice actor at a time, so you lose the dynamics of actors play off each other. Imagine how bad movies would be, if they're all recorded against a green screen, one at a time. That's basically the American dubbing process.

Ryuko's english dub is terrible.
Then again, looking at the original voice actor's track record... it would be hard to find a dub that would be nearly as qualified.
Still, they should have gone with someone who has a deeper voice, doesn't try to sound like a chain smoker to invoke a sense of anger, and who knows how to act in the context of the scene, not to just insert inflection into the end every sentence like a goddamn radio announcer (a telltale sign of a really shit VA; senketsu's dub is even worse with that).
