Strike Witches have the girl's bodies (legs, specifically) covered with their mecha component, while Kancolle is closer to equipping a special foothold and a large backpack.
It's probably relevant that before the popularity boom, Kancolle's design orientation is towards moe (notice the shift towards more crisp designs), while SW has been staying true to its 'cool' side since day 1.

Also, Kancolle have different class of ships fighting like Destroyers, Heavy Cruisers, Fast Battleships which they tried to get as historically accurate as possible on their armament but just downsize it to human size and as shown in the show are pretty devastating. The designs can be a little bit inconsistent but that's what you get when you have bunch of different artists drawing them though they are trying to fix those by introducing the Kai 2 version of the ships.

Kadokawa has purposely done that with Kancolle so that the fandom and other supplementary pieces of media can interpret it in their own way. The Shimakaze manga has its own story, Calm Seas has its own story, I'm sure the Kagerou and Crane LNs have their own ways of explaining it, but we'll never know because they're never gonna be translated, and all the doujinshi have their own ways of explaining things.
Kancolle is a franchise where you can't expect everything to be explained to you in one sitting, especially in the anime where they've made it clear that they're gonna be pandering more to the fans than newcomers.

Yes, the anime is made exclusively for gamers because that's how this franchise works. Action cannot function by itself, action needs to be backed up by characters and plot or else there's no point.
Consider the following: Die hard is one of the greatest action movies ever made but without the character of John MCclane it wouldnt be nearly as good because there is no one to be rooting for, you have no connection to the action and thus its just explosions and bullets flying around.
Explosions and bullets are not the only part of an action scene and if you are seriously saying that these shows are good just because you enjoy the doujins then you should quit watching anime.
