Harem is by it's very design a shitty genre. The concept greatly limits the plot and dooms all character's to be shallow and never develop.
Therefor the best harem shows are those that borrow heavily from other genres. A harem adventure show, a harem action show, a harem mystery show, all of these would have more potential than a plain harem show.

The best answer is likely monogatari but harem taste is just personal preference. A 'good' harem for me is just cute girls with an art style I enjoy that doesnt take a steaming shit on everything in sight.
Love Hina was terrible but I loved it because it brought back nostalgic naru boners from the manga. Highschool DxD makes me want to cringe so bad and I wanted to drop it right away but its one of my favorites now because Rias and Koneko are too based to drop.
