The example you stated itself is quantified.
You are simply comparing which quantity is larger.
Thats why you can add number 2 before X. Thats why you can make equations with it.
Not mentioning when X is not positive the equation is wrong.
But the problem such as "being inhuman is good or bad" is not quantifiable.
Thus you can't add any numbers into it.
The core difference between these two cases is "larger or smaller" can be defined mathematically while "good or bad" can not be precisely defined.
