At the really really high ends of the power spectrum, anybody who would try to destroy the whole earth would find themselves shut down by people just as strong who would prefer that the earth continue to exist.

This might have been asked before, but I recently remembered reading a section in Index where it was talking about how the Saints got their powers, and it said that it was more or less based on luck but that it was you had to be "lucky" enough to have your body in a certain way, like bones, muscles or whatever other qualities it was. If it's based on your physical body though why has no one ever tried to clone Saints if it would work way better than the Sisters series ever would.
