Looking at Bakemonogatari, Nadeko was effectively a non-character, with little more to her than "muh Kyomi onii-chan played with me when no one else would". On the other hand, Tsubasa had a reasonable amount of personality: she laughed at dumb jokes, was frequently earnest in her interactions with other characters, was able to express both negative and positive emotions in reasonable ways - actually, I think that's my biggest problem with Nadeko, that she was unable to be anything but demure. This is not to say Tsubasa was reasonable at all times (nor will I deny her obvious main role as an interpersonal mentor for Koyomi), but we actually get a sense of her likes and dislikes. Sure, Tsubasa isn't as funny as Hitagi, Mayoi, or Suruga, but it's nice to have characters that aren't so overtly "on" all the time in the presence of several who are.
