I honestly can see several places where they could take it.

1. Weekly Bad Guy. Law and Order style. Crime. Trial. Execution.
2. Crime Boss big bad.
3. Political pressure to abolish the system and anti-Revengers trying to stop the revenge killing.

Otherwise, I dunno. Slow reveal of each person and their tortured past and why they do what they do. Parade of victims and irredeemable killers. The one 'falsely convicted guy' arc. Got to be one of those.
