In the German dub, which is what I first saw, she was dubbed by Sabine Bohlmann, the same person who dubbed Lisa Simpson. She did a great job. In the later seasons they used a different person, Inez Günther, although almost all other characters retained their voice actresses. It was horrible and there were many outcries but nothing we could do. At least for the first season she had a great voice. I have no clue about the English DICK dub, everyone avoided that shit like the plague.
Almost all of the anons defending dubs have problems with reading and can't keep up with subtitles.
When you're in that position, it's easier to rationalize all the ways dubs-are-just-fine-you-autists than it is to travel back in time and not flunk out of third grade.

I'm being completely genuine, I don't usually watch dubs, but I decided to watch a recent one because I was curious and I had heard Toradora was pretty good. It was weird not reading subtitles at first, but the dub wasn't ear splitting or anything, and I thought Taiga's voice was pretty cute sounding. The only voice I really didn't like was the student council girl's, she sounded like she was in her mid 30s, when she's supposed to be like 18. I don't really watch many dubs so the 'voices are the same in every dub' issue didn't really come up because I wouldn't be able to recognize anyone if I tried.
