That's only true now. The first 50 or so chapters actually had development. and even after that there are arcs like Chitoge's mom and the Amnesia arc that have progression. But there's been none of the sort since Amnesia, and that was around like chapters 80 or 90. We're at 150.

There was development back in the day. Remember how Komi had that whole "Is what I'm doing with Chitoge really fake?" thing going on?
Chitoge's mom even literally asked him at the end of her arc if what he was doing with ehr was all really an act and he couldn't even answer her directly.
Not to mention Chitoge's change into a more reasonable and caring (and also girlish) character as it progressed.
But ever since the first anime announcement, it's been nothing but filler. Komi's gotten complacent because the whole thing is just a huge cash cow now.

It's true. The thing is, any further development will hurt sales because people have best girls. But not having any development will also hurt sales in the end, and make the story more shit.
So they are going to milk this for as long as possible, and then just end with best girl. Best girl being kosaki because that's what the nips want.

And this is what bothers me. I won't go into arguing about who the best female character is, or who should "win", but it really is disheartening that the sales are and public opinion are what will decide the outcome as opposed to what has been crafted in terms of the story.

She is kinda spoiled and selfish, but only in so much as she doesn't want to share the person she loves. She's never really put her selfish onto Raku, and when she did she felt terrible about it and apologized for it. Through her selfishness it really seems like she cares for the guy, truly and honestly, and isn't scared to let him know. That's kinda nice to me.
