Also Caster considers making items to be a waste of time and resources, and reinforcing her territory to be more important.
She could have at least made him a stronger sword of equal size/shape, so it wouldn't bend when in a direct clash with Saber's. An A rank Mystic Code by Caster would be equal to about a C rank NP, so that's wholly possible. She was just A. a jobber and B. didn't care about her dog.

Caster's weak against Servants because Magic Resistance exists, and also can compound with the MAG stat and things like that. Against Servant-level opponents like the DAAs, she kills most of them really really easily. If you want to beat Medea as a DAA, you'll need to get into the special-level ones like Altrouge's bodyguards and whatnot. High Speed Divine Words is monstrous, but Medea just had shitty luck with the kinds of enemies she was up against. Also she was overconfident as shit, one of FSN biggest jobbers behind Gil.

The dragon core is what lets her prana brust, which is why she has those stats. See the UBW baseball scene, without Prana Burst she's physically weaker than Shirou and Rin, Prana Burst gives her those stats.
Also Excalibur was made by gods, lent to fairies, and then given to her.
