Sure, as far as his fight with Chrollo is related, Hisoka wasn't outclassed in terms of power, but in terms of strategy. Hell, even if we account the possibility Chrollo received help from some Spiders in the fight, that only goes to show Chrollo took the fight seriously.
In a serious match, in which anything is valid and no limited to Hisoka's desired all-out one-on-ones, he could easily be outclassed by anyone shrewd enough, since as far as he saw in his fight against Chrollo, he didn't prepare well for Chrollo's highly versatile abilities (which he did know beforehand), and didn't realise how big a mistake he had made until it was too late. Had this been an ant, he would have been devoured.

Chrollo pretty much fought a defensive battle. Had the Zoldycks mission hadn't ended, he would have very likely ended up killed.
On the other hand, with Hisoka, he didn't care about his abilities or the fight itself, all Chrollo wanted was to dispose of Hisoka in the least risky circumstances.
Now, I do agree Hisoka is dangerous to him in close quarters, but that doesn't mean Chrollo wouldn't be able to put up a fight if he ended up forced to fight Hisoka that way.

Chrollo is not stronger. Chrollo himself admitted that he has never used this much abilities to kill someone. In battles you usually strategize on the fly, Chrollo didn't do that and prepared everything t be certain of his win
