So after finally reading the entire thread and all of everyone's speculah, I've decided on agreeing with some people's conclusions and have added my own:
1. Pierrot did not leak Anteiku to CCG, that was V. but they enjoy fucking around with the plot for their own amusement. So Chaotic Neutral, not Evil
2. CCG and V are working together to maintain order, but only the higher ups are aware of this.
3. Before Kanou left the CCG his first experiments were on Arima, who is the original human-turned-ghoul. He's so strong that he doesn't need to use Kagune and/or he uses Quinque to avoid suspicion. This is why he had that look of empathy beforesuitcasingKaneki.

There was no downfall concerning Kaneki though (death is not downfall). You can argue that becoming a half-ghoul was a downfall in the first place, but at the point where we are in the manga it's simply not true, that declaration of Kaneki's was valid for the very beginning of the story where he thought he would become a murderous monster. The only way it can maybe concern the story again is if Kaneki did eat Hide.
Also, your definition is extremely simplistic as it glosses over the thematical work or the moral messages of the genre. Not that those are always present, but a story simply about bad things happening to a character over and over just because is not tragedy, it's misery.
When you think "tragedy" you have to define what sort of tragic model you're talking about. The classical Greek model? The more modern ones? Keep in mind that there is debate over whether or not more modern works are actually tragedies or not. In everyday language "tragedy" simply means something bad, just like how "drama" means conflicts between people, except the 2 words have completely different definitions in the field of literature.

I don't have any really strict definitions. I'm looking at things mainly from the scope of classical tragedy and the few modern works I'm familiar with. My definitions mean nothing, I might be looking at things wrong. But so far I haven't seen any actual explanation of TG as a tragedy other than "life sucked and then he is kill", and again, that has nothing to do with the literature-related definition of the word.

My case is probably weak, but I'll start by reiterating a few things.
I don't think Tokyo Ghoul, as a world, is even close to over.
I do think that Kaneki's story has ended, though, and that's why I feel we can have this conversation. Kaneki's story is what I believe to be a tragedy.
The concept of a literary tragedy across the ages is far more complex than can be learned from a few minutes on wikipedia, but let's go with a simpler and more general Greek definition: "Tragedy is, therefore, an imitation (mim?sis) of a noble and complete action [...] which through compassion and fear produces purification of the passions."
Mimesis and catharsis are complex enough concept on their own, but from my (very simple) understanding, mimesis is the recreation, imitation, or portrayal of something, and catharsis is a cleansing of all the negative emotions that built up along the way, meant to resonate with the audience.
A more liberal interpretation of the above definition is that a tragedy can be the story of the best intentions with horrible consequences + catharsis, which is exactly what happened with Kaneki.

We all know Kaneki has lived an unfortunate life since the very beginning. We all know of how his mother worked herself to death because she could not choose between Kaneki and her sister. We all know what happened on the night he walked home with Rize.
After that particular incident, Kaneki initially tried to find a place to belong, being a freak of nature. He did carve out a tenuous niche, one constantly threatened by outside factors. First, his only friend, Hide, was threatened - he resolved that by overcoming the obstacle, Nishio. Then he grew close to the Fuegichis and Touka, and not only did he need to protect them, he tried to bridge the gap between humans and ghouls through his contact with Amon. That's an enormous task, yet it took it up by himself, and actually managed to succeed to that end in this instance. Never do we question why he feels the need to do so, because his actions all sound perfectly reasonable, yes? Hide was his lifelong friend. Hinami was just a kid who had lost her parents, almost like Kaneki.
Later, he felt the need to protect Nishio and Kimi against the Gourmet. We can understand why, right? Though Nishio treated Kaneki terribly, he and Kimi were living proof that the gap between humans and ghouls could be closed. That there could be an understanding between two species that had been at odds for a time nobody seems to know. Even if Kaneki didn't realize this, we, the readers, were meant to.
Then Kaneki was captured by Aogiri.

In Yamori's torture chambers, we are shown Kaneki's memories of early childhood. He guides us through his life, showing how his mother had died by stretching herself too thin. Here, Kaneki is shown admiring and respecting her for working so hard. But Rize, who is solely a product of his imagination, is questioning whether that was the right choice. Kaneki at this point has already realized subconsciously the error of his mother's ways.

Now Kaneki is strong. Now he has the power to protect his friends. Isn't that great? So it's not a crazy line of thinking to believe that it's reasonable to do so, right? Only Kaneki's baggage has grown, with Banjou and Tsukiyama joining him. But it's alright, isn't it? Both of them are completely loyal now. Tsukiyama has his strength and connections, and Banjou is too likeable.
Now Kaneki is on the prowl for some answers about Kanou. Only it's not that simple. He's cut himself off from Touka, and no longer puts Hinami on the field. His lack of contact with Touka has its negative effects on her boiling over in chapter 120. Hinami, rather than being able to help Kaneki like she'd be happy to, is downgraded to just dead weight. But again: Kaneki's actions aren't completely unreasonable. Touka wanted to go to college, and associating with a "dangerous" ghoul like Kaneki would be detrimental for that. Hinami is just a kid. She doesn't need to be on the battlefield - she needs to be protected, and Kaneki has the strength to do it, so why not?
But then he meets Orca, and his perception of his own relative power is shattered. He was very lucky to escape alive, twice even. Recall how Orca asked whether to kill him, as if swatting a bug. This should have served as a warning to Kaneki, but he did not pay heed, and neither did the reader. It'd all work out if he just read more kung fu books, sparred with Tsukiyama, and ate more ghouls, right?
Then we reach the final arc, and number of Kaneki's treasured people has expanded yet again, this time to include the rest of Anteiku. And why would he not help them? Koma and Irimi were so kind to him early on in the series. Yoshimura gave Kaneki his new life, and wasn't his own story so very sad? So it'd be natural to extend a helping hand to them in a time of need, wouldn't it?

Kaneki tries to help. Not just in any way, no. In his own heroic fashion, suddenly arriving on the scene and saving the day. At the same time, he's again shouldering the task of trying to forge an understanding between humans and ghouls by aiming only for quinque. From what we know, this endeavor amounts to nothing but his own death.
In spite of knowing that it was a bad idea, instead of listening to the various warnings, despite everything, Kaneki repeated his mother's mistake. Ten times over. He didn't listen to Touka telling him that being like that was incredibly selfish. He didn't listen to Tsukiyama's tear-stained begging that was so very innocent and childlike. He failed to choose, and overextended himself, and paid the heaviest price.
Every step of the way, we agreed with his actions. We thought it nice that he protect his friends. We thought it nice that he tried to convince humans that ghouls are just people too. We thought it nice when he was strong enough to do so decisively. We thought it reasonable when he said he had an obligation to help the doomed Anteiku three. He was only doing what any sane, caring human being would do in his place. That is the "mimesis".
In chapter 140, he fully realizes that he has repeated his mother's mistake of playing the saint, and breaks down. But he accepts this. The "true" Kaneki cares not that he made this mistake, because it's all over. There will be no more suffering on account of others.
