Ecchi airs on TV so it has a real budget, and it shows. Most hentai have very low production values.
Also in some cases ecchi can be hotter because they have to try harder to make it erotic. Execution is important, even sex can seem crude if it's not handled well, and hentai don't really have to try hard to tantalize since they can be as explicit as they want. They simply don't put as much thought into eroticizing the scene as ecchi shows do.

Aside from budgetary differences relating to animation, ecchi anime are still 12 or 13 episodes in a now whereas you only get 2-3 episode a year for hentai, tops. If you wind up with a particular good ecchi, that's 4+ hours of material within 3 months.
