You can't host this much stuff without having a dedicated server. Even a dedicated server with fast hard drives will not have the IO to serve up all the porn.
People with 1gbit uploads have been hosting manga and it gets pretty slow over time because the disk cannot keep up. The beauty in the sadpanda system is that people are incentivized to run a botnet to host the hentai on a distributed system. It still relies on a central server to command and control though, so it's not truly distributed.
