As for your question: Ping Pong for obvious reasons, along with Bokura wa Minna Kawaiisou which had extremely good dynamic between the characters. Isshuukan friends had pretty good but they basically never evolved.

How they interact and their relationships are merely consequences of their designs. Inversely, it is also mostly how we extrapolate actual character traits, as long as they are consistent in how they act according to different scenarios. Unless of course we are solely talking about looks, which would just be silly.

Considering I really don't care much for the direction modern character design has taken, I'm going to say Matsutaro and Ping Pong. Matsutaro's characters have a nice, classic look, while Ping Pong's character designs are unique and memorable.
Most other series just look generic in comparison.

Personally, I don't like these. There's too much going on and I get some CLAMP/ZUN vibes where the designer just wanted to slap on all kinds of things on characters without thinking does this really suit this character's personality and style. They look fancy but they don't make the characters stand out from each other at all and they are not memorable.
It's not exactly 2014 show but I really like Yowamushi Pedal designs. Simple and they all look unique and fit their personalities.
