I propose that when someone tries to post, their post is submitted to an inbox where users can vote to see if that post is a high quality post, and make sure it isn't racist, homophobic, transphobic, animephobic(which is racist since it is anti-Japanese) or just generally offensive.
When a post received enough upvotes it is submitted for mod approval, then distributed to an appropriate thread
