Only half true. There is a case to be made regarding the mishandling of classified documents. He said there were clear violations of the law in this regard. What was lacking however, was intent. He referred to it as "unintentionally criminally negligent", and intent was necessary to prosecute.

Comey's speech and testimony proved that Hillary violated the law with regards to her handling of classified information. It proved that she has been lying to the American people for over a year, and it proved that she committed perjury in front of Congress (during that same 'failed' Benghazi hearing). What it didn't prove is that she INTENTIONALLY broke the law, thus he didn't feel a prosecutor could successfully win a case against her because proving intention was necessary. How exactly is any of this embarrassing to anyone other than Hillary Clinton?

Most of Comey's statements about intent are really beyond his purview. He is in enforcement not judicial. Enforcement finds proof of the crime and Judicial prosecutes. Intent is a very grey area. If you commit a crime, intent should not outweigh the fact that a crime was committed. Hillary's intent was not being lazy or dumb it was to have a private way to communicate that was outside what she was legally authorized to have.
The FBI is done. Hillary broke the law. Now the Judicial needs to come in and prosecute. The next hearing should be with the DoJ to see when the prosecution will begin and if not why.
