Most of the states west of the Mississippi River have internal borders that are just as arbitrarily drawn as the borders of the states themselves, because huge swathes of land within the states were unsettled and without major natural divisions like rivers (and those natural divisions became less important with the introduction of railroads).
You can see this change pretty clearly in states like Texas and California, which both had a handful of significant settlements early on but also claimed huge areas of unsettled land. East Texas has much more "organic" divisions than the rest of the state because when it was organized that was the region that had actually been settled.

Because the East Coast had been long established before the West.
It might not seem like it, but the West Coast really only began to truly develop in the last Century, before that it was largely poorly-regulated territory with plenty of in-fighting and lawlessness.
Remember, California itself became part of the US as a state in just 1850.
