That way ISIS may be in a weaker position and the advance might be easier. Even if it isn't, the imagery of SAA and SDF doing simultaneous offensives on Raqqa will be pretty good & it's very doubtful that the SDF will take Raqqa before the SAA reaches the city.

Think of the Pakistanis as the best double-agents in the world. There are good Afghan Tribes and bad Afghan Tribes, and the border is porous.

No one has full control, PK supports tribes loyal to it, and Afghanistan supports the ones friendly to the US/it.

It's a perilous balancing act. There are these Pashtun tribes on both sides and the geography is un-conquerable, you have to negotiate with those Animals and hope for the best, :(!

The border is porous, and the those Pashtun Tribes are on both sides, and the geography is too difficult to conquer (see the Soviet's attempt of the 80s/90s), so those Tribes have to be negotiated with, sadly.
