2. Confusingly, the "Resafah junction" or "Resafah crossroads" doesnt refer to the junction AT Resafah, but rather the "junction with the road that leads to Resafah"
For the sake of clarity I prefer to talk about the "crossroads at Sfaiyeh" (your left yellow circle) and the "crossroads at Resafah" (your right yellow circle)
So yes, the "crossroads at Sfaiyeh" (sometimes called the Resafah junction or Tabqah crossroads) are captured, while the "crossroads at Resafah" arent.

1) Cutting Aleppo to Raqqa would be a massive defeat for ISIS, SAA can even make new routes of supply cleaning Al-Bab, Deir Hafer and more, so, moving shit to Sukhanah is a inteligent move, two massive offensives while your main force is defending in North Aleppo (Manjib) and trying to make damage to SAA in East Hama (East of Salahmiya)
2) SAA is moving some force there too, cutting another supply route to Raqqa is important.

Sources say they've already lost Arak and even pro-SAA sources say they lost T3.
DESU at this point it might be beneficial to stop the raqqa offensive altogether and focus on the Sukhah-Kawm road and on to Deir-ezzoir.
Raqqa can always be restarted when the Kurds approach from the North.

2. Dissolve Afghanistan into SOVEREIGN tribal areas, not the half-assed shit they do in Pakistan with their "Federally Administered Tribal Areas"
