Personally, I think both are true. It's not mutually exclusive. Islam is violent and Muslims are useful idiots being manipulated to carry out many terrorist attacks. Some false flag attacks involve people actually dying (like 9/11, for example), while other false flag attacks don't involve any people dying (like Sandy Hook, for example).
