You seem to be misinterpreting that quote. You are assuming that because someone has specialties in one field, that they are not permitted to talk about other fields.
The quote is trying to say just because someone knows about one field doesn't implicitly mean they know about that. It doesn't exclude that they have knowledge outside of their field. So we should look at their arguments instead of their expertise.
With that said, business is a lot more diverse of a field in regards to application and usage than the quantum physics that Hawking does. So you could still argue that the quote doesn't apply to Trump because his field of learning isn't narrow like Hawking's.
