It's a different history/psychology.
In the US, "the government" has historically been the entity which swept in and imposed annoying regulations/obligations on people, creating resentment.
In Mexico, "the government" has often been the only thing protecting (at least a bit) peasants from the landholders who run their lives. The whole idea of "the state" is different as a result.
"Small government" to an Anglo-American = "I get to run my own life."
"Small government" to a Latin American = "the plantation overseers get to rape us at will."
Because spics are stupid and blindly follow whichever political party will provide the least amount of resistance in their quest to turn America into the shithole they came from.
