Threats like that tie up resources that could be utilized elsewhere. Locally Police, fire rescue and EMS have to stage or respond. In a case like this, members of anti terror investigation units look into it meaning there's a few less eyes that will be looking for the real attack. Psychologically it puts people on edge the first few times. Eventually if wolf is cried too many times the threat isn't taken as seriously and an opportunity for a actual attack may present itself.
