There's couple of ways to tempt people to small town.
>Free employee housing
>Good pay
>Proper marketing of job opportunities
Now if your town require specialists that wanna live in big towns, the best way to get them to come is land.
If the town Mayor puts up an announcement that they're looking for a doctor and that doctor's gonna get himself free lodging provided by the town and that the Mayor's gonna write up an open build permit on a piece of land so they can build themselves whatever they want on that lot.
Small town can compete in two areas better than a big city and that's freedom and tight knit community, which means that if you want to start a pet project, you most certainly can do that.
